Pedestrian Improvements at McArthur Street

Sealed Bids for the construction of the Pedestrian Improvements at McArthur Street will be received by the City of Galax, at the City Manager’s office at the City Municipal Building, 111 E. Grayson Street., until 2:00 PM local time on April 15, 2021. The bids received by 2:00 PM on April 15, 2021 will be opened and read aloud via a virtual format on April 15, 2021 at 3:00 PM, a link to the virtual bid opening will be provided upon registering with the Engineer. The Project consists of constructing pedestrian improvements at the intersection of McArthur Street, Circle Drive, and Sunset Drive, including minor demolition, asphalt paving, fine grading, erosion and sediment control, traffic signal, traffic control, pavement marking, traffic signage, vegetation establishment, and associated appurtenances.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is:  City of Galax, 111 E. Grayson St., Galax, VA 24333. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9 a.m. and 4 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents also may be examined at The Builders Exchange Association of Virginia, 3207 Hermitage Road, Richmond, VA 23227 and Valley Construction News Plan Room, 426 Campbell Avenue, Roanoke, VA 24016.

Beginning on March 22, 2021, digital files of the Bidding Documents may be downloaded from a secure FTP site. Please note, in order to be eligible to bid on the project and obtain the link to the FTP site, prospective Bidders must first register with the Engineer via email at ecoleman@amtengineering.com and provide their contact information at least 48 hours before the scheduled Bid Opening.

A non-mandatory pre-bid conference will be held at 2:00 PM local time on March 30, 2021, via Microsoft Teams. The link to this non-mandatory pre-bid conference will be provide to the bidder upon registration with the Engineer. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid security shall be furnished in accordance with the Instructions to Bidders.

It is the policy of the Virginia Department of Transportation that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 must have the maximum opportunity to participate in the performance of federally funded contracts. A list of DBE firms certified by the SBSD and MWAA is maintained on SBSD’s website (http://www.SBSD.virginia.gov) under the DBE Directory of Certified Vendors. Contractors/consultants are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and perform services on contract, including participation in any subsequent supplement contracts. If the contractor/consultant intends to subcontract a portion of the services on the project, the contractor/consultant is encouraged to seek out and consider DBEs as potential Sub-contractors/sub-consultants. The contractor/Sub-contractor is encouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between a contractor/consultant and a DBE whereby the DBE promises not to provide services to other contractors/consultants is prohibited. The DBE contract goal for this procurement is 1%.

Bidders shall submit proof of qualifications to perform Work as described in the Instruction to Bidders.

The procedure for withdrawal of bids shall be in accordance with procedure (i) of Section 2.2 – 4330 of the Code of Virginia.
